Kali Neelam is one of the most powerful, yet most limited, superheroines that I'm developing.

She can channel her considerable power internally or externally. However, what percentage of this power gets allocated internally or externally is variable.

At full external capacity, she could destroy a city block in seconds whilst still having enough strength to bench-press a car.

Her two most obvious limitations are autism and aphasia. A less obvious limitation is range. Hence, she cannot "control weather" per se even though an observer might assume that is one of her abilities.
