Just Celia is one of Polycline-57's dominate personalities. She most commonly pairs with Polycline-57's Mit'ka personality.
Just Celia considers herself plain and unimportant. Hence when she "discovers" that she's beautiful, powerful, and every bit Mit'ka's equal as a girl -- well, it'll be a revelation.
Whilst some of their superhuman abilities will be similar, Just Celia will have ranged, electromagnetic abilities that Mit'ka lacks.
