Topper of East End (new version)

Topper (the only name he goes by) is a product of the gritty back-alleys of London. He likes to call himself a businessman, if loan-sharking was a business. He is also a guild leader if controlling an adolescent street gang is a guild, and a merchant if fencing stolen valubles for the youth gang was a legal store. Topper is average height, Thin like a scarecrow, wears discarded suits (preferring grey) and always has a short stovepipe hat on his bald and badly scarred skull. He has heavy boots on his feet with a cane in his hand. He is slightly pot-bellied and once had blonde hair. Topper is a reliable information broker, often knowing whats happening before the police, whom he despises with a passion. He’ll bow to their authority, but only when they are present. He does have the gift of psychometry, and can glean histories from some items if the attached memory is intense enough. He can also see the urban faeries as they flit past in the air.
