My only thought here was actually from the start of the game Cataclysm Dark days ahead. There is one starting scenario where the character starts naked with only a towel and some soap. And then you have to survive a world overrun with zombies. 
I thought that could be an amusing start in Resident Evil :)

Of course, it could be something that happened to Jill just before the events in RE3. She had to flee her home and only had time to grab a towel and gun. Which would explain why she ended up with miniskirt and tube top later, she took the first clothes she could find that fit her. Even if they were not exactly combat clothes, those were better than a towel.

Hmmm, ah !!! now that i think of it. Yes you got the point. You absolutely correct. That would be so much sense especially the classic RE3 had a clothings store which Jill would entered after. 🤔
