It actually has been upscaled roughly at those parameters you've said. It's actually quite different from the original.

I have found that if you crop it slightly more often than not you can adjust and creative upscale again for further enhanced pixelled detail it's really quite mad what these apps are doing now 🤭☺️😂🤗🤣
