When the Army decided to try an recreate the Super Soldier formula, Ross was placed in command of the project, where he made the fateful decision to recruit Bruce Banner.
Following the accident that created the Hulk,  Ross was tasked with cleaning up the mess, and he obsessively hunted Banner across the globe leading the Hulk-Busters.  His hunt inadvertently disrupted the plans of both Hydra and A.I.M., leading to his abduction, an event that would change his life forever.
