The unfortunate Mr. Shitoocaca was recalled from his position at the embassy and then reassigned back in the home country as a garbage collector.

Yes, I suspect his facial expressions may have given his intentions away. This was when the Soviet Union was still run by workers for a few years. The garbageman probably wasn't ready for his role as a gambling, drinking diplomat.
I think Mr. Shitoocaca hated his job at the embassy and pretended to be an idiot. At least a garbage collector at that time was paid good.

A gentleman at another table overheard Mr. Dovetail say, โA dog could play better poker than you!โ went home and painted such a scene, and made his own fortune in the kitsch art market.
