I especially want to commend you for discouraging people from downvoting. Personally I think it would be a good idea to make a simple change to the scoring system and drop the bottom 10% of scores from every entry's score in every challenge. (It seems to me that the fraction of unfair voters is about 10%.) Do you think this might work? 

If it were up to me yes! I would happily implement this and I agree it's about 10% and that's a great suggestion when the next survey comes out! I also think that turning off 1s and 2s should be allowed if all images have been moderated before the challenges go to vote I think 1s and 2s aren't needed. That way there is no downvoting to just try and get their image ahead. I have several ideas that could improve this and as hosts we are very frustrated that we can't do more to prevent it in our challenges.
