After the First Punic War (264-241BC), Rome demanded a steep indemnity from the Carthaginians. This left them precious little to pay the mercenaries camped next to their capital. They gave what they had, but the mercenaries melted the silver coins down to mint their own currency, which they used to recruit new mercenaries from Libya and wage a civil war against Carthage. According to Greek historian Polybius, this war was, even for its time, unparalleled in its brutality.
