This was something that, as an American, I had no idea had happened during the Battle of Britain—shelters being set up for the upper class only with attempts to bar working class people from them. I learned about this doing one of the Venture historical stories on the ZRX app, and it was really shocking to me that some tried to put a price on life in that time.
My understanding is that improvements did come over time for those outside the upper class during the Blitz, but it took shameful incidents like this to bring it about.
