I can just see how they arranged this crazy scene. It was intentional of course. (Theirs alone), and they arranged a chair for Mrs Ziffel to sit on. Arnold stands behind her. She ducks her head so Arnold leans on top the fence. Her feet and calves are all that is seen under the shorter boards. Meanwhile. Mr. Ziffel has restructured the fence with an insert where he leans in a hip and it seems he has welded with the fence. wallah, one final trick was having the photo made into a sketch and wallah, this is the result.
