My little backstory: 

A Kagura dancing troupe was travelling to perform at a village in the mountains. They were attacked and killed by bandits on the way. The Kami of the Mountain was very upset as he had been looking forward to the Kagura performance, so he cursed the bandits to have to forever be dancing. 

The only way to lift the curse is if they work together and perform the piece that the original Kagura group was going to perform to perfection. So far, they have not been able to achieve it yet. They have taken to distracting travelers with dance numbers and then discreetly robbing them. The more robberies they commit, the more grotesque their appearance gets. Most assume they just have terrifying costumes, without knowing that what they are seeing is not a mask.
