They certainly can be a problem.  Departments of agriculture throughout the sub-region maintain surveillance systems and rapid response teams with supplies of pesticide to deal with outbreaks of nymphs (hoppers) before they are capable of flight.  Several also collaborate in the refinement of predictive models to limit pesiticide application to outbreaks that are likely to develop into problematic swarms.  Almost as bad are the swarms of quelea finches.  The problem ultimately is the way we farm vast tracts of the same crop, creating suitable conditions for unlimited explosion of pest populations.
