While Kali Neelam can't control the thunderstorm per se, she can in part synchronize with it. Hence, the storm can be used as an auxiliary power source.
Usually, she lacks sufficient power to use all of her powers at full capacity. By tapping into the thunderstorm, she can deploy maximal internal powers as well as maximal projected powers.
Whilst she was designed to be a living weapon, she is also very much a girl. So, she decided to choose who can give her orders! (That her top 2 choices are cute boys is definitely a bonus.)
