Argus Panoptes was a many-eyed giant from Greek mythology. After he was slain by Hermes, Hera took the eyes of Argus and placed them on the tail of a peacock.
The peacock's tail, with its 'eyes', symbolizes the all-seeing nature of Argus and, by extension, the watchfulness of Hera herself.
