Vincent is a boy who is never, ever truly alone. While there are up to 17 tentacles, he knows each of them even though they have a common source. Every now and then, they misbehave. Since they're normally invisible, this can be a problem. As a consequence, Vincent doesn't try very hard to make friends.

As for looking rather like a girl, that's a mutation. Although fairly rare, his condition is not without consequences, some quite obvious. Hence, he's not the only one who gets surprised when he gets a girlfriend.
