I lived in So. Dakota for two awful years as a teenager. Why doesn’t it surprise me that the governor is sadistic? There seemed to be nothing but bullies in my classes. It’s one thing if you are currently under attack by a pack of dogs, then you have no choice. She could have given her dog to another person or organization who would have given it the humane treatment it deserved. South Dakota was the very last state to outlaw animal cruelty, in 2014.
