Now, Sullivan stood on the docks, his cold gaze sweeping over the murky water. He could hear the hum of the city behind him, but it felt distant, like the sound had been swallowed by the rising tide of violence that was lapping at his feet. Red Callahan stood beside him, his face hard and unreadable, but his jaw clenched tight.

“Two bodies won’t be enough to keep the cops away,” Red said quietly. “They’ll come sniffin’ around. Maybe even worse.”

Sullivan exhaled slowly, the taste of the river air mixing with the smoke from his cigar. “It’s already worse.”

He could feel it—the city shifting under his feet. The docks had always been his, his empire carved out with blood and fear, but the Russians had made their play. And now it was only a matter of time before this conflict spilled out of the shadows.

“They’ve got money, Red,” Sullivan said, his voice low. “Real money. Not just the street-level trash we’re used to dealing with.”

Red’s eyes flicked toward Sullivan. “You think it’s the Russian baron?”

Sullivan nodded, his gaze still fixed on the water. Baron Sergei Volkov. A name that had been whispered in the back rooms of the city for months, but never confirmed. Volkov had come to America with the kind of wealth that could buy anything—and anyone. If he wanted the docks, it wasn’t just about power. It was about control. And men like Volkov didn’t settle for half measures.

“What’s the play, John?” Red asked, his voice tight with the same tension that had been eating at them both for days.

Sullivan turned, his eyes cold and calculating. “We hit them harder. We go after Volkov’s money.”

Red blinked, caught off guard. “His money? You mean…?”

Sullivan nodded. “The Russians aren’t just a gang. They’re moving cash, shipments, making deals. We cut that off, we choke them out. Volkov’s rich, but his men? They’ll start folding if they don’t get paid. Loyalty’s easy to buy when the money’s there. But if we make his shipments disappear….”

Red’s grin was sharp and dangerous. “And we make it look like someone else hit ‘em.”

“Exactly,” Sullivan said, his voice low and measured. “We don’t fight them head-on. Not yet. We bleed them slow.”

The sound of the Hudson River slapping against the docks had always been a constant comfort to John Sullivan. It was the pulse of the city, the lifeblood of New York’s criminal underworld. But now, that sound was mixed with something darker—whispers of war, carried on the wind from the bodies that floated beneath the surface.

Two dead Russians had washed up near the piers that morning. The first Sullivan had heard of it was from Tommy Mulligan, the street kid who ran messages between the docks and Sullivan’s headquarters. The boy had come barreling into Sullivan’s office, breathless and pale, stammering about the bodies.

“They’re all talkin’ about it, boss,” Tommy had said, wide-eyed, his hands trembling as he wrung his cap. “Two of ‘em, Russians. They were tied up, throats slit, floatin’ down near Battery Park. Cops got ‘em.”
