The Bay Valley Community Group, Bay Valley Custodians Group or Bay Valley Community Guardians comes across as a town improvement and neighborhood watch type group, but they ruthlessly rule Bay Valley from behind the scenes. They arrange the "disappearance" of anyone they regard as "bad for the town". The BVCG is ruled by a council who decides the lives and deaths of Bay Valley citizens in secret. Their influence is challenged by the arrival of the Exzen Power Corporation in town. In response they arm the town’s people and engage in a campaign of terror and asymmetric warfare against the Exzen Energy Corporation’s private security contractors and facilities. The BVCG also organized groups of “concerned citizens” to keep the Mungee family out of town.
