I'm having trouble getting really prominent neon lighting, even when prompting "synthwave 2099, neon retro" AND including Murraypunk. Mind, I am getting cool robots  exactly as you describe at the settings you outline, but I'm just not getting neon... and on top of that my negative prompt tries to cancel out every form of white light I could think of.
