The E23 Dominion was developed from customer feedback on Pax Robotica's previous exosuits. It's less focused on stealth, having tougher armor than the Silencer series. Its electroactive polymer muscles are also greatly improved, having both higher maximum strength and faster reaction time.

The Dominion was the first exosuit to be designed with a focus on use by police rather than soldiers. It has an integral taser in the right gauntlet, giving officers a persistent less-lethal option. Its left gauntlet has a rollout mesh shield. The shield is made of shape-memory alloy and is also powered by the suit's battery.

As exosuits cost too much to give to every cop or soldier, the E23 is used mostly by SWAT officers. Pax Robotica has been sued by the families of several people injured or killed by officers using the exosuit. The plaintiffs allege that unnecessary force was used. Unfortunately, the suit's body camera malfunctioned in most of these cases.
