They inadvertently created a large group of Apex killer and hunters. They experiemented in secret on death row inmates and Sex offenders inmates since their lives were viewed as void.

The resulting demonic creatures became to intelligent and tactful and powerful to control. Their armored skin can not be pierced therefore they cannot die. They are agile, insanely powerful and very fast.
