According to letters to his publisher and his notes, J.R.R. Tolkien meant The Two Towers to refer to The Tower of Orthanc and the Tower of Minas Morgul (formerly Minas Ithil).

The Tower of Orthanc - In the center of Isengard was built the black, impenetrable tower home of Saruman built by the Dunedain. The Top of the tower revolved slowly back and forth with a thin crescent moon of marble and silver above the top spire.
