In this universe, Kara Zor-El landed on our planet and found it wanting. She saw the many divisions in humanity, saw how our governments were corrupt and eager to war on each other.
She saw the suffering wrought by persecution based on politics, religion, race, and other pointless things that painted humanity as a clearly barbarous species.
Taking it upon herself to improve this world, Kara did not take on the heroic mantle of Supergirl, but rather appointed herself the mantle of supreme being and brought all conflict on Earth to a permanent halt.
There is no war anymore. There is no crime. And if there ever is, then The Supreme will make an example of them any anyone remotely associated with them.
