Before Bruce Banner/Hulk joined the Avengers, his rampages had to be stopped.  Seeing a possible solution in his Iron-Man tech, Tony Stark set about designing a version that could beat the Hulk, or at least contain him until he calmed down.
The end result was an orbital satellite (nicknamed Veronica by Stark) that could drop components to any location on Earth, components that would connect to whatever armour Stark was wearing.   Once connected the components created a large "mecha" controlled from within by Stark in his current armour.
The Hulk-Buster had repulsors weapons plus a Uni-Beam, and had flight capability.  It also had non-lethal weapon systems designed to incapacitate the Hulk, amped up pepper spray, knock out gases, and stunners.  The hand and arm sections could also change configurations, locking onto the Hulks arms and preventing him from attacking.
The Hulk-Buster Mk.I fared well against the Hulk, but was destroyed with ease by Thanos in 2019.
