Social media and instant messaging apps combined with modern intelligence legislation and surveillance tech provide ample opportunities for organizing informal social networks that can be employed in gaslighting or intimidating targets both IRL and online. (The Wikipedia entry on "gang stalking" has obviously been edited by the cops. Conflating accounts of being targeted by the police with crackpot conspiracy theories is a patented way of delegitimizing them.)
