The sun was setting behind the jagged skyline of New Los Angeles, casting long shadows over the streets of the Lower City. In the fading light, the desperate and hungry huddled in alleys and against crumbling buildings, their faces gaunt and hollow from weeks of famine. The market was closed now, the merchants gone, but the smell of rotting food lingered in the air—a cruel reminder of what once had been.
Daniel Harper stood in the shadow of a burned-out warehouse, watching as NGF soldiers patrolled the streets. Their black uniforms gleamed in the fading sunlight, their weapons at the ready, as they moved with cold efficiency. They were here to enforce the Unifier’s latest mandate: reduce the number of beggars, reduce the burden on society.

Daniel’s heart sank as he watched the soldiers move toward a group of ragged, starving beggars who had gathered near the edge of the square. There were at least ten of them, mostly elderly, sitting together in the dust, their hands outstretched in the vain hope that someone—anyone—would give them a scrap of food.
One of the soldiers raised his rifle.
Without warning, the soldier opened fire, the sharp crack of gunfire echoing through the streets. Daniel flinched, his body tensing as the beggars cried out in terror. One by one, they fell, blood pooling in the dirt as the soldiers moved through the square, their faces emotionless.
“No mercy,” one of the soldiers barked. “Orders from above. Clear the streets. We can’t waste resources on them.”
