Not really sure. In this case, I just was lazy and didn't change the title from what the text prompt was. 

If I had to guess, her demure, almost moody, expression mixed with her incredibly dark outfit, jewelry (the choker), and makeup kind of has a "prim goth girl" vibe to it. Or perhaps a "prim goth mother" vibe.

Perhaps she was told to dress more colorfully, or, worse yet, told to "smile more". Willfully going against that, especially if the directive came from someone of higher authority, could quite easily be considered "stubbornly or willfully disobedient to authority" especially in a Victorian-era lookalike of real or fictional history.
