The Honor Race, an established legal system on Portus for matters of honor and morality, is deemed to be judged by Heltus the Racing God Eemself, theoretically making the driver irrelevant. Speculation as to whether the judgement is made by Heltus or the combined magical will of the planet arose after the Church called an honor race to stop Belkan research into flight - the race did not finish, nearly causing a riot and throwing the Church to the wayside of public opinion. Drivers agree, however, that an Honor Race has some determining factor beyond car and driver, tangibly felt, experimented with, and universally understood as a true method of quite literal arbitration. Many of Portus' deepest laws and legal precedents came from a historic race at some point in the last 400 years.
