Thanks, Charlie! 😃 It's interesting as I've made meals that were somewhat similar. No recipe as I don't cook using recipes. But when I don't want to spend a lot of times cooking, I'll put together whatever I have. I make a ground meat curry to my taste and often adding some chopped vegetables near the end so they don't get overcooked. Some suit the mix better than others. I particularly like cauliflower. I may have diced potatoes in it in which case I wouldn't use rice. But I love rice more than potatoes. I've never thought of a custard topping. After the rice and curried meat has been dished out, I've usually topped it with a big scoop of yogurt instead.

The custard seems such an implausible feature that I have to wonder how it started.  It is actually a very practical idea, as it helps retain both the moisture and the fragrance of the rest of the dish.  I don't think I've ever eaten saffron yellow rice, so I can't compare.  But turmeric works very well with plain old long-grain rice and a handful of sultanas (aka golden raisins) plumped up during the cooking definitely does no harm.

If you ever see a bottle of Mrs Ball's chutney in a shop that caters to Serfrican expats, grab it.  The quick-and-dirty substitute would be chunky apricot jam reheated with curry spices to taste.  Serfrican chutney is pectiny thick, sweet, tart and your kind of spicy.

Does Serfrican mean South African? I don't think we have any at all here. A couple of years back, I met a couple who came from  South Africa and who despite getting work visas and going through all that was needed to become citizens were turned down. In disgust with how they were treated, they moved back. 

Bobotie is a light and fragrant ground meat curry with a savoury custard topping.  It is usually served with turmeric yellow rice with sultana raisins, and sticky fruit chutney.
