With the loss of Vadros due to rebel uprising and after Sirreya fell into the hands of necromancers, Willport was the last major port city left in the Empire. This one city couldn't fulfill the role of both naval shipyard and a trade center on its own. 

That's when Ravenshore saw its rapid development and turned into a major trade port with the Northmans of Tendward.
