He was honestly one of my favorites.  I love that they gave him a huge role on Voyager.  He had a cool character arc.  He was the original "Lower-Decks" style character.

Reginald gives Rogue a tour of the ship and walks Rogue back to her quarters.  Of course, he's terrified to talk to pretty girls.

Rogue's mutant ability is that she can absorb the powers of anyone she touches, but they usually end up in a coma.

Reginald likewise is afraid of interaction, crippled with self-doubt and nervousness.
